Its flying an US flag. Painting is on a thin wood board. Signed in the upper right corner. Looks to date from the first part of the 20th century. Maybe 1930s or so. Neat piece of folk art. I recently found this near Erie PA. Frame is just under 16 inches wide and about 12 and 3/8 inches tall. See can for scale. Has a wire on the back and is ready to hang on a wall.
