Born in 1887 Connecticut and moved to New Orleans in 1932 where he became chief of security at the New Orleans Sewage and water board. His paintings were included in an exhibition called “Passionate Visions of the American South” from 1940 to present at the New Orleans Museum of Art. Chief pasted in 1980. The Frame does not do the painting justice and blocks the date of the painting, I would change it.
