Kramer was an interior decorator in Cleveland, Ohio in 1930. He later settled in Los Angeles became active in the local art scene. He painted in a naïve or primitive style á la Grandma Moses to produce scenes of Americana, and signed his works with only his last name. He died in Los Angeles on November 4, 1991.
